LABOUR Party spokesperson on public health Dr Richard Simpson has launched another attempt to ban caffeinated alcohol drinks, like Buckfast and some alcoholic energy drinks, in a Member’s Bill that’s said to be the biggest ever introduced to the Scottish Parliament.
His Alcohol (Licensing, Public Health and Criminal Justice) (Scotland) Bill seeks, among many other measures, to: ban alcoholic drinks containing caffeine above a regulated level; tighten up on pricing of alcohol multipacks; give licensing boards the power to set mandatory container marking conditions on off-sales; extend community involvement in licensing applications; introduce drink banning orders on individuals to protect others
from criminal or disorderly conduct; ban alcohol advertising close to schools; and extend alcohol advertising restrictions in off-sales.
A Member’s Bill, once introduced to the Scottish Parliament, is subject to the same three-stage scrutiny procedure as Executive Bills that are introduced by the Scottish Government.
